Someone can lie about getting a power on Sunday for guessing correctly about the details, which lets them use it without drawing suspicion. Since at most people will look at the minimum total from what you get every Friday. [ So it is hard to really rely on them. ]
Given the Watchers' feelings towards what's happening here with the trials and executions, I don't think they'd offer something harmful.

I believe Watchers may give you a power if you ask, but I’m not sure if they’d be useful for killing someone.
